Workday Signs a New State or Local Government Nearly Every Week as Agencies Move Off of Legacy Systems

States, Local Governments, and Special Districts Including State of Delaware, Commonwealth of Massachusetts, and New Jersey Transit Authority, Are Turning to Workday for Faster Payroll and Real-Time Budget Visibility

PLEASANTON, Calif., Sept. 2, 2026 /PRNewswire/ -- Workday, Inc. (NASDAQ: WDAY), the enterprise AI platform for HR, finance, and IT, today announced a growing number of states, local governments, and special districts across the U.S. are choosing Workday to replace disconnected systems with a unified platform for HR and finance.

New customers include the City of Bell Gardens, California; Bexar County; the State of Delaware; the City of Fond du Lac, Wisconsin; the Commonwealth of Massachusetts; New Jersey Transit Authority; New York State Unified Court System; and Utah Transit Authority (UTA). The City of Akron, Ohio; the State of Georgia; the City of San Mateo, California; and Sandy City, Utah have also recently gone live with Workday. Together, these entities are part of an expanding community of state and local government customers, including more than 100 that selected Workday in just the past two years.

State and local government entities are being asked to deliver essential services with limited time and resources. Yet many still rely on separate HR, payroll, time-tracking, and finance systems. Without one connected system, employees have no reliable way to look up their own pay or PTO balance and call HR instead, managers submit tickets to find overtime data, and finance teams wait days to retrieve information needed for reporting and forecasting decisions.

City of Bell Gardens, California, Moves to Workday in Record Time

After a decade on an aging legacy platform, the City of Bell Gardens needed a fast path to modern, cloud-based operations. The City went live on Workday HCM and Workday Financials in just five months.

Cities and States Are Replacing Legacy Systems Without Disrupting Operations

The City of Akron, Ohio, serves nearly 198,000 residents with a workforce of more than 2,300 employees. The City selected Workday to replace a 30-year-old patchwork of systems that required paper-based processes, duplicate time entry, and expensive HR upgrades. With Workday's digital, mobile, and self-service capabilities, Akron is creating a more consistent experience for employees across recruiting, learning, and payroll, while giving HR staff more time to focus on higher-value work.

In Akron, employees can now get everyday workforce answers themselves. Managers can view overtime totals without submitting an IT ticket, and employees can check remaining PTO without calling HR. Since going live, Akron has continued expanding its use of Workday, including using Workday's Self-Service Agent, Payroll Agent, and Financial Audit Agent in early access. Self-Service Agent lets employees and managers ask routine questions in natural language and get answers faster, while Payroll Agent and Financial Audit Agent help automate routine payroll validation and audit evidence collection.

Grants management was handled manually in spreadsheets and basic data requests could take days. With Workday, Georgia is automating data entry and grants tracking, which frees staff to spend more time on predictive modeling, trend analysis, and budget forecasting.
