Cogitate and Xceedance Partner to Help Colorado FAIR Plan Launch New Residual Market Insurer in 16 Weeks

Collaboration delivers rapid digital platform deployment and full-service operations to make insurance accessible for high-risk properties

Created to ensure access to property insurance for homeowners and businesses in wildfire- and hail-prone areas across Colorado, the FAIR Plan began issuing policies in spring 2025 after a highly coordinated effort among the FAIR Plan's leadership team, Cogitate, Xceedance, and an array of ecosystem partners.

The Colorado FAIR Plan turned to Cogitate and Xceedance to build out all required systems and services based on statutory requirements from the ground up. Cogitate deployed its DigitalEdge Insurance Platform, providing integrated modules for policy administration, billing, and claims. The configuration was completed in just 16 weeks, a timeline made possible through Cogitate's rapid deployment capabilities, pre-integrations with key third-party data partners, and close collaboration with Xceedance, which led business requirements, conducted user acceptance testing, and oversaw end-to-end implementation.

The Cogitate platform integrates real-time data and services from partners, including ZestyAI, e2Value, Verisk, ePayPolicy, Tranzpay, OFAC, and InsVista, enabling streamlined risk evaluation and faster submissions. Agents and internal users benefit from a user-friendly experience that improves speed, efficiency, and policyholder satisfaction. Commercial coverage will be added to the platform soon.

In collaboration with the implementation of Cogitate's DigitalEdge Insurance Platform, Xceedance stood up operations needed to run the Plan, including property inspections, customer service, underwriting, claims management, policy service, print and distribution, and premium accounting. The Xceedance team also played a central role in orchestrating multiple vendor relationships across actuarial, data, and compliance domains, ensuring a smooth path to launch. The result is a fully operational insurance entity that can scale its capacity up or down based on market needs, with built-in cost efficiencies and digital-first service capabilities.
