Delos Insurance Solutions executive appointed to Legislative Committee of Surplus Line Association of California

Tom Pratt to focus on providing good data, information, and awareness of the surplus lines sector

SAN FRANCISCO, Sept. 23, 2025 /PRNewswire/ -- Tom Pratt, Head of Public Policy and Government Affairs at Property insurance MGA, Delos Insurance Solutions, has been appointed to the Legislative Committee of the Surplus Line Association of California.

Delos uses wildfire science and satellite imagery expertise to solve homeowners' insurance availability issues and is a surplus lines insurance provider in California. The Surplus Line Association of California acts as the statutory surplus line advisory organization to the California Department of Insurance and facilitates the state's capacity to monitor and direct surplus line brokers' placements of insurance with eligible surplus line insurers. The Association assists its members' compliance with California laws and regulations; helps maintain a healthy, fair, and competitive surplus line marketplace in California; and strives to protect the interests of California insurance consumers.

Pratt's appointment was unanimously approved by the Association's Board. His role will focus on providing good data, information, and awareness of the surplus lines sector to decision-makers at their request, functioning as a resource to help craft good public policy that benefits insurance consumers.

Tom is the Head of Public Policy and Government Relations for Delos and comes from wildfire country in the hills of Calaveras County. Tom founded and ran an insurance brokerage and has a keen interest in government, policy and politics. He has been the president of two school boards, a candidate for State Senate, and served two years as the chair of the Calaveras County Democratic Central Committee.

Pratt earned a Masters in Governance through the California School Boards Association and has served on numerous commissions and committees. At Delos, he has established relationships with the California Department of Insurance and numerous county leaders to help guide policy conversations and expand insurance availability in high-risk areas.
