ESN Taps VA Expert Tom Lloyd as Manager for Veterans Affairs Programs
ARLINGTON, Va., Sept. 9 /PRNewswire/ -- Engineering Services Network Inc. (ESN), a trusted leader in technology and engineering solutions, announced today it has hired Veterans Affairs expert Thomas "Tom" Lloyd as new manager for ESN's Veterans Affairs programs.

Lloyd brings decades of experience in program management and Veterans Affairs.

Before joining ESN in July, Lloyd was a senior program manager at Vangent Inc., leading the traumatic brain injury/behavioral health project as part of the Department of Defense Military Health System.
At Vangent, Lloyd oversaw a team of 60 people in the management of contract execution with the DHIMS COR. He led all phases of constructing the initial web-based application coupled with AHLTA.
Previously, Lloyd was CIO of the Veterans Benefits Administration where he led the IT staff of more than 500 employees. There, he served as an adviser to the undersecretary and delivered information technology services to customers of the VBA and VA. He led the VBA transition in the IT reorganization with no disruption of funding, services or staffing for the VBA IT. He also managed the data center consolidation project; developed a strategy that reduced expenditures by $16 million. He also presented the consolidation budget, plan and schedule to the Deputy Undersecretary and Congressional committee staffers.
He also has experience in data security, including as director of the Department of Veterans Affairs Philadelphia Data Center. He also served as director of the Philadelphia Naval Shipyard, Department of the Navy.
Lloyd has a bachelor's degree in industrial psychology from Pennsylvania State University and an MBA from Temple University.
