Former Securities Regulator Levels Playing Field Between Investors and Industry

RICHMOND, Va., Jan. 9, 2013 /PRNewswire/ -- After more than 30 years of service, Florida's former chief of the Bureau of Securities Regulation is joining the compliance and regulatory consulting practice of Virginia-based Oyster Consulting. In his new role as Associate Director, Bill Reilly will support broker/dealers and investment advisors with deep regulatory knowledge, expert testimony, and onsite and offsite examinations. Reilly will also leverage his relationships with state and federal regulators and self-regulatory organizations when guiding clients through both proactive and reactive regulatory processes and compliance issues.

"Over the past 30 years, I've not only enforced statutes, regulations and administrative rules, I've helped develop them, including amending SEC rules 17a-3 and 17a-4," says Reilly. "Consequently, I understand the thought processes and background information that guide the creation of regulations, and I will help investment professionals use this knowledge to protect their clients and their firms."

During his tenure in Florida, Reilly developed award-winning electronic training programs and examination modules for use by state securities examiners and also served as liaison to the SEC, FINRA and state regulators nationwide.

Bill is a long-time contributor to the North American Securities Administrators Association (NASAA) known for his involvement in state and national initiatives.  Additionally, he led the Florida and NASAA Examiner Training Program for 27 years. NASAA recognized his work with Outstanding Service Awards in 1996, 2001 and 2012. The 2012 award recognized Reilly's lifetime service to the association.
