
Free guidance clarifies which facilities are covered under the revised standard, a distinction the ISO 9001-certified label manufacturer says is widely misapplied
GRANITE BAY, Calif., Oct. 6, 2026 /PRNewswire/ -- GMP Labeling, a manufacturer of compliance identification products for regulated industries since 1987, today published free guidance for employers facing the November 20, 2026 compliance deadline under OSHA's revised Hazard Communication Standard (29 CFR 1910.1200).
By that date, employers must update workplace labeling for chemical substances, revise their written hazard communication programs, and train employees on newly identified hazards and label elements. The deadline follows a final rule OSHA published January 15, 2026 extending the compliance schedule by four months. An earlier deadline, requiring chemical manufacturers, importers and distributors to update classifications, safety data sheets and shipped container labels for substances, passed on May 19, 2026. Two further deadlines apply to mixtures: November 19, 2027 for manufacturers and distributors, and May 19, 2028 for employers.
The guidance addresses a point GMP Labeling says is frequently reported incorrectly: not every laboratory carries the same obligations.
"We keep seeing the same mistake, and it goes in both directions," said Robin Kalsbeek, General Manager of GMP Labeling. "Facilities over-label research spaces that operate under a reduced set of duties, and under-label QC and production areas that are covered in full. Knowing which rule applies to which room is half the work. We'd rather help someone order the right labels for the right areas than sell them labels they don't need."
Quality control and production laboratories not covered by OSHA's Laboratory Standard are subject to the Hazard Communication Standard in full, including the workplace labeling requirements at 1910.1200(f)(6). Research laboratories covered by the Laboratory Standard at 29 CFR 1910.1450 operate under the reduced requirements set out in 1910.1200(b)(3). OSHA addressed the distinction directly in a 2014 letter of interpretation.
The guidance also clarifies what a compliant workplace label must carry. Where the requirement applies, employers are not obligated to reproduce the full shipped container label; OSHA permits the product identifier combined with words, pictures or symbols conveying the hazards, used alongside the other elements of the employer's program.
Where projects stall
Drawing on work with pharmaceutical, medical device and biotechnology customers, the company reports that written programs and training generally stay on schedule while physical labeling slips, because labeling requires ordering materials that have to survive the process rather than just the inspection.
"A label that's compliant the day it goes on isn't compliant if it's unreadable in three months," said Kalsbeek. "Cryogenic storage, autoclave cycles, solvent exposure. Handwritten tape doesn't make it, and a smudged label on a hazardous chemical is a finding waiting to happen."
