Government Agencies Struggling to Unlock Full Potential of Workplace Technology, According to New Eagle Hill Consulting Research

ARLINGTON, Va., Sept. 23, 2025 /PRNewswire/ -- While government employees are making extensive use of workplace technology, agencies are not capitalizing on its full benefits according to new research from Eagle Hill Consulting. The 2025 Government Technology Enablement Survey finds that while 91 percent of government employees use technology in their day-to-day work and 84 percent say it makes their job easier, less than half (42 percent) say automation has reduced tedious tasks in the past year.

The findings highlight a significant gap between technology's promise and its real-world execution inside government agencies. The data reveal that tech rollouts often are not paired with process changes or adequate training, leaving employees frustrated and productivity gains unrealized. Forty-four percent of agency employees say their agency isn't prepared for increasing automation trends, and only 21 percent report that their organization has made automation improvements in the past year.

"Government employees want technology to help them work smarter. But too often, new technologies are rolled out without the processes and training to make them successful," said Melissa Jezior, president and chief executive officer of Eagle Hill Consulting. "As agencies face mounting pressure to do more with less, the solution isn't simply adding more technology. It's about taking a people-centered approach. That means understanding employee needs, reengineering processes, and equipping staff to harness automation and AI in ways that reduce friction and free up workers to focus on mission-critical work."

Additional findings from the survey include:

• 74 percent of government employees believe automation would improve their productivity, yet only a fraction report progress.
• Technology benefits are uneven across generations: younger employees (18–34) are more likely to say new tech has made their jobs harder due to insufficient training, while older employees (55+) are least likely to report improvements in efficiency and work quality.
• Interest in artificial intelligence is strong, with more than half of non-users expressing a desire to learn. However, 44 percent of employees say their agency isn't prepared for the rise of AI.

The research underscores the risks agencies face when technology adoption outpaces enablement. Poorly supported digital transitions can erode productivity, morale, and employee trust, slowing the return on technology investments.

The 2025 Government Technology Enablement Survey was conducted by Ipsos in May 2025 and included 1,436 respondents from a random sample of employees across the U.S., with an additional 522 government employees. Respondents were asked about their views on working with technology.
