Governor Cuomo Fails Disabled, Leaving them Out and Behind
DELMAR, N.Y., July 29, 2016 /PRNewswire/ -- The Cuomo Administration without question is discriminating against people with disabilities knowingly violating their civil rights, according to the Jonathan Carey Foundation. Founder, Michael Carey, and father of 13 year old Jonathan Carey, who had autism and was killed in State care, has taken every step conceivable to inform and motivate New York's Governor Cuomo, to no avail. The horrific reality is unequal and deadly treatment of people with disabilities in New York State continues unabated and unchecked. Like running into a brick wall, the opposition for many years has been that great. The Cuomo administration is knowingly treating 1,000,000 New Yorkers with disabilities differently than other New York State residents and in so doing willfully violating their civil rights to "equal Protection of laws" as guaranteed under the New York State and U.S. Constitutions "equal protection" clauses. Civil rights and equal rights are for everyone. The wide-scale discrimination and unequal treatment of the most vulnerable in New York must be stopped.

New Yorkers with disabilities are of no lesser of value or importance and NY must not continue to treat them differently and deny immediate 911 services. That's why The Jonathan Carey foundation team is taking the fight to Washington D.C. The Cuomo administration chooses to look the other way, stonewall and block emergency legislation that directs mandated reporters, witnesses to physical and sexual assault crimes & deaths to immediately dial 911. Emergency medical and police first responders cannot assist the disabled or ensure their basic rights to "equal protection of laws" like for any other New York State resident if the 911 call systems continue to be purposefully bypassed, as they are currently.
Tens of thousands of posters and wallet cards spread out throughout New York State direct mandated reporters that witness abuse and neglect of a person with a disability, which are crimes, to call and report to Cuomo's ill conceived. "Justice Center" abuse hotline and NOT to 911.
Here lies the extremely dangerous, deadly and discriminatory issue, the 911 call systems were set up decades ago to protect and assist everyone, not to negate and shun the disabled as the Justice Center in effect does. This discrimination keeping local police and emergency medical personnel out of the picture is only the tip of the iceberg regarding the systemic cover-ups that in many cases lead to "untimely" deaths.
Governor Cuomo took significant actions to remove all outside oversight of his abuse hotline thus concealing staggering numbers of crimes and deaths from local authorities. The grim reality is Cuomo's abuse hotline for the disabled receives a massive numbers of calls, over 7,000 every month on average, most with little to no hope of prosecutions. The Justice Center is a whitewash entity where most reported cases go to die.
Eleven to twelve people are dying in New York State's extremely dangerous mental health care system on average every day and most deaths are never investigated as a possible crime, even when large numbers of deaths are individuals dying extremely young. Information obtained through New York State Freedom of Information Law (FOIL) reveal in a large percentage of deaths there was no cause of death determined one to two years later. Other State documents obtained through FOIL reveal another sickening pattern of most deaths reported to Cuomo's abuse hotline are NEVER reported to medical examiners or coroners as required by law.
