Liberty Hill Foundation Responds to 2025 Homeless Count Showing 14% Drop in Unsheltered Homelessness Over Two Years

Lasting support for Stay Housed LA and Measure ULA will protect renters and keep a roof over every head

LOS ANGELES, July 14, 2025 /PRNewswire/ -- In response to the release of the Point in Time census from the Greater Los Angeles Homeless Count, Liberty Hill Foundation released the following statement from Mike Dennis, Senior Director of Housing Justice:

"For the second year in a row, homelessness in Los Angeles County has declined—with unsheltered homelessness dropping 14% over two years, and 18% in the City of Los Angeles. This is a powerful sign of what's possible—but it's also a warning: now is not the time to ease up. If we want to keep this momentum and drive homelessness down even further, we must double down on solutions we know work—starting with keeping people housed," said Dennis.

"Stay Housed LA—a right to counsel program that was created and funded in partnership with both the City and County of Los Angeles and is administered by Legal Aid Foundation of Los Angeles and Liberty Hill Foundation—has been critical to tenants, providing information and resources to keep people in their homes throughout the region. In collaboration with dozens of community-based organizations and legal service providers, Stay Housed LA has reached more than two million tenants, connected more than 27,000 of those tenants with legal services, and held nearly 1,500 workshops to direct people to the resources they can use to keep themselves housed."

With so much uncertainty at the state and federal level, the resources administered through the Stay Housed program are absolutely critical to working low-income and struggling Angelenos at risk of homelessness.

The high cost of housing continues to be a leading driver of homelessness. This is why Measure ULA's income support services and rental assistance programs show up in these numbers. The community-driven initiative is helping to keep more than 10,000 Angelenos in their homes, providing nearly 500 seniors, families and other renters with needed funds, and educating 100,000 Angelenos on their rights as tenants. The 795 affordable homes that ULA is helping build will help end homelessness for people still experiencing it today. To continue this progress, we must protect and expand ULA—the most effective local funding source we have in the fight against homelessness.

With the introduction of new homelessness prevention dollars funded by Measure A, our region is poised to continue driving down chronic homelessness over the long term. We must keep investing in permanent solutions to the crisis that deliver real results—not the perception of progress.
