National Armaments Consortium Adds Defense Industry Veterans to Executive Committee

New members will represent nearly 1,200 organizations collaborating with government to develop armaments innovations for America's warfighters

SUMMERVILLE, S.C., Sept. 30, 2025 /PRNewswire/ -- The National Armaments Consortium (NAC) today announced five new defense industry leaders have been elected to its Executive Committee (ExCom). 

The new members include Jonathan Carroll of RTX, Steven Cummings of Day & Zimmerman, Michael George of Eoptic, R. Scott Hyde of Applied Research Associates (ARA), and James Miller of Practical Energetics Research (PER). They will serve 3-year terms, representing the NAC's 1,198 members developing cutting edge aviation, energetics, missile, and ordnance technologies for our warfighters.

The NAC's 13-member executive committee provides governance and oversight of the consortium, representing NAC members on day-to-day leadership and driving collaboration between industry, government, and academia.

The New Wave of NAC Leadership 

• Jonathan Carroll is the managing Director of the RTX Other Transaction Agreement (OTA) program office supporting Collins Aerospace, Pratt & Whitney, and Raytheon. A 26-year defense industry veteran, Carroll manages 35 different OTAs via consortia for RTX, directly supporting government and industry with the development of prototype armaments technologies.
  
  
• Steven F. Cummings is the Vice President of Strategic Client Relations and Managing Director, Day & Zimmermann and Rheinmetall Joint venture, RDZM. Steven had a distinguished 28-year career in the US Army, retiring at the rank of colonel. He served in Army leadership positions including as Project Director Joint Services, where he led the conventional ammunition demilitarization program and was responsible for the modernization of the Army's Government Owned Contractor Operated (GOCO) ammunition production facilities.
  
  
• Michael George is the Chief Operating Officer of Eoptic, Inc. where he spearheads corporate strategic plans and shapes operations across defense, commercial, industrial metrology, space, and medical sectors. George previously served as an Army Civilian Engineer for over two decades, and most recently as the Army Futures Command DEVCOM Armaments Center's Senior Scientific Technical Manager (SSTM) for the Armaments Science and Technology research portfolio. 
  
  
• R. Scott Hyde is a Principal Engineer/Scientist with Applied Research Associates, bringing 39 years of aerospace experience focused on solid rocket motors (SRM) and air-delivered munitions (ADM). Over his career, Hyde has held leadership roles in program management, research and development, business development, and engineering, including leadership positions at Northrop Grumman Innovation Systems and Aerojet Rocketdyne.
  
  
• James Miller is the Director of Business Development at Practical Energetics Research, Inc. (PER). Prior to joining PER in 2024, James spent more than two decades as a senior leader at Dynetics where he oversaw all of the company's OTA-related activities. Miller rejoins the ExCom after previously serving as a member for seven years, including four as committee Chairman from 2020 to 2024.

Additionally, Noel McCormick, Founder, and President of McCormick Stevenson Engineering & Design, has been re-elected for a third term on the ExCom. McCormick, George, and Miller will represent small businesses on the committee while Carroll, Cummings, and Hyde will represent large businesses.
