Natural Resources Law Veteran Connie Rogers Joins Parsons Behle & Latimer, Enhancing Natural Resources Practice

SALT LAKE CITY, March 4, 2025 /PRNewswire/ -- Regional law firm Parsons Behle & Latimer (Parsons) is pleased to announce that attorney Connie Rogers has joined the firm as senior of counsel. With more than 25 years of experience in environmental law, public lands, Federal Indian law, federal and state historic preservation laws, and international indigenous peoples' issues, Rogers brings a wealth of knowledge to Parsons' energy, environmental & natural resources practice.

Before joining Parsons, Rogers was the principal of All-Terrain Law, LLC, where she counseled clients in the mining, energy and infrastructure industries. Her practice focused on guiding projects from conceptual planning through implementation, aiming to minimize delays and risks in obtaining authorizations for projects primarily located on federal, state and tribal lands.

In her new role at Parsons, Rogers will continue to focus on environmental and natural resources law, providing strategic counsel to clients involved in project development on public and tribal lands. Her expertise will be instrumental in helping clients navigate the intricate legal landscapes associated with environmental compliance and land use.

Rogers' extensive experience includes advising clients on compliance with federal land management statutes, the National Environmental Policy Act, species protection statutes, federal Indian law, cultural resource and religious freedom concerns, and international human rights and Indigenous Peoples issues. She has a proven track record of assisting clients in navigating complex regulatory regimes and environmental reviews, ensuring that projects meet all necessary legal requirements.

Rogers is active with the Foundation for Natural Resources and Energy Law (formerly Rocky Mountain Mineral Law Foundation), the American Exploration and Mining Association, the National Mining Association and the Business and Human Rights Lawyers Association. She served as deputy solicitor for Energy and Mineral Resources at the U.S. Department of the Interior, where she was the lead Interior lawyer on all manner of issues relating to the development of renewable and conventional energy and mineral resources on Interior-managed lands. Rogers holds a Juris Doctor from Georgetown University Law Center and a Bachelor of Arts from William Jewell College. She is admitted to practice law in Colorado and New Mexico.
