PCL Construction Expands Operations in Phoenix, Bringing Commercial Expertise to One of America's Fastest-Growing Markets

Already a leader in civil and water construction throughout the Southwest, PCL is bringing its expertise in commercial construction to one of the country's fastest-growing markets.

PHOENIX, April 30, 2025 /PRNewswire/ - PCL Construction, one of North America's largest and most innovative general contractors, is opening a new commercial buildings office in Phoenix. The announcement builds upon the success of the company's water and civil construction operations, which have thrived across the Southwest for more than 30 years.

"Phoenix is a hub of opportunity across aviation, hospitality, commercial and retail development, and we're excited to bring our deep expertise and innovative approach to support that growth," said Cathy Orquiola, president, western U.S for PCL Construction. "This expansion reflects our commitment to building strong partnerships and helping communities thrive."

David Campbell, a 20-year PCL veteran known for his leadership on complex, high-profile projects, will spearhead the new office as district manager. Campbell's portfolio includes managing the development of mega-projects like New Jersey's American Dream Mall and luxury resort renovations at the Naples Ritz-Carlton Beach Resort and Streamsong Golf Resort in Florida.

"Opening this new office is a true investment in the Phoenix community," said Campbell. "Our goal is to build iconic structures that not only enhance the cityscape but also create lasting career opportunities for local talent."

Campbell previously led PCL's Special Projects team in Denver, where his approach—complex, quick, and competitive—helped clients maximize value through tailored, agile solutions. Now, he brings that same forward-thinking strategy to Phoenix. The decision to open a Phoenix office follows an in-depth market analysis, with PCL identifying the city as a critical growth hub. As a dynamic, diverse, and rapidly expanding metro area, Phoenix offers an unparalleled landscape for construction across key sectors.

PCL's commitment to Phoenix doesn't stop at construction. Already an active community partner through its civil office's support of the United Way, Big Dig, and St. Mary's Food Bank, PCL plans to extend its community involvement as its commercial presence grows. This latest move marks another milestone in PCL's journey as a top-tier construction leader, blending national expertise with a community-first mindset to shape the future of Phoenix.
