SHANGHAI, Nov. 4, 2026 /PRNewswire/ -- In 2026, the State Council successively approved the 15th Five-Year Plan for Expanding Consumption and the 15th Five-Year Plan for Tourism Powerhouse Construction. Cruise and yacht consumption has been explicitly incorporated into the national strategic layout.
