Quantum Systems Inc. Appoints Raymond Santiago as Vice President of Growth & Strategic Engagement, The Americas

U.S. Army aviation and defense leader joins Quantum Systems Inc. to advance strategic growth and deepen engagement across the U.S. and the Americas.

WASHINGTON, Sept. 21, 2026 /PRNewswire/ -- Quantum-Systems Inc., the U.S. subsidiary of Quantum Systems Group, today announced the appointment of Raymond Santiago as Vice President of Growth & Strategic Engagement, The Americas. In this role, Santiago will lead strategic growth and engagement efforts across the United States and the broader Americas, strengthening relationships with defense and security stakeholders and aligning Quantum Systems' autonomous systems portfolio with evolving operational and acquisition priorities.

Santiago brings extensive experience in U.S. Army aviation, defense modernization and transformation, strategic integration, and capability development across complex national security environments. Throughout his career, he has worked at the intersection of emerging technologies, operational requirements, and acquisition priorities, with significant experience advising and engaging senior leaders across the Department of War and broader national security community.

Born in Puerto Rico, Santiago brings a personal connection to the region alongside decades of aviation and defense experience. His role will extend across the Americas, with a focus on strengthening regional partnerships and supporting aviation modernization throughout Latin America.

A career Army Aviator, Santiago's leadership experience spans operational command, multinational deployments, defense policy, and senior Pentagon assignments. His career culminated in leadership of Army aviation modernization, operations, and readiness efforts across a portfolio of more than 4,000 aircraft. He has also played a key role in advancing Future Vertical Lift, autonomous systems integration, aviation modernization, and transformational force design while working across the U.S. Army, Department of War, Department of State, and U.S. embassies abroad.

In his new role, Santiago will apply his operational and strategic experience to support Quantum Systems' continued growth across the Americas. He will focus on strengthening senior-level relationships across U.S. and regional defense and security communities, connecting operational needs with emerging technologies and acquisition pathways, and helping translate customer requirements into mission-relevant capabilities.

Santiago holds advanced degrees in National Security and Resource Strategy, Strategic Information and Cyberspace Studies, and Public Administration, including education from National Defense University. He is a Distinguished Graduate of National Defense University and a U.S. Army Aviator and Instructor Pilot, with additional executive education in data-driven leadership through Carnegie Mellon University and artificial intelligence through the University of Maryland's Robert H. Smith School of Business.
