Rafael Borrás Joins A.T. Kearney as Partner and Head of Federal Civilian Practice
WASHINGTON, June 18, 2015 /PRNewswire/ -- Global management consulting firm A.T. Kearney today announced that Rafael Borrás has joined the firm as partner and head of the Federal Civilian Practice. Mr. Borrás most recently served as Under Secretary for Management and Acting Deputy Secretary of the Department of Homeland Security.
Mr. Borrás' career spans more than 30 years of experience in public and private sector organizational leadership, focusing primarily on management integration and organizational transformation, enterprise risk management, financial and information technology management, acquisition management, law enforcement, and national security-related issues.

In the private sector, Borrás served as a vice president and corporate officer with global engineering services firm URS Corporation, responsible for managing multiple P&L groups and major public and private infrastructure projects throughout the U.S. for aviation, transit, higher education, commercial, government and military facility, and utility clients. He has also held the positions of Deputy City Manager for two cities and is broadly recognized as a leader who has executed and implemented his strategic management vision at the intersection of the public and private sectors.
