Salimetrics Announces Testing Capacity Expansion to Support Changes in NIH Policy on Foreign Subawards

On May 1^st, 2025, with an update on May 7^th, 2025, the National Institutes of Health (NIH) released new guidelines specifying that principal investigators (PIs) with extramural awards from the NIH may no longer nest grant funds for services provided by foreign entities as subawards to their parent grant. While focused on formal subawards, this policy also appears to extend to purchased services and components from foreign entities of NIH-funded research.

Of note, specific wording in NOT-OD-25-104 is as follows:

"…In all cases, NIH will allow Institutes, Centers and Offices (ICOs) to renegotiate awards, whether new, renewal or non-competing, to remove subawards to foreign entities and, where the work can be performed domestically, allow the funds to be rebudgeted for use by the prime recipient (domestic or foreign) or a domestic subrecipient."
