Identity Assurance Level 3 is the highest tier defined in NIST SP 800-63-4. It requires the physical presence of the individual, live supervision by a trained operator for the entire session, biometric capture on tamper-resistant hardware, and independent certification rather than self-attestation. NextgenID's patented onsite attended identity proofing, formerly known as Supervised Remote Identity Proofing, is the only commercial service independently audited and certified to that level.
