Operators urgently must transform their service layers, but many have delayed initiatives because transformation is perceived as too difficult, expensive, and risky to achieve, Chappell reports. "Vendors are responding by rolling out SOA-based service-layer frameworks that allow them to carry out transformation projects as subsets of an overall service-layer transformation," she says. "They can then build on initial projects over time, adding SOA-based service-layer function incrementally and protecting a customer's investment."

Huawei is emerging as a key company to watch in the service-layer market, Chappell says. "It has streaked ahead of the competition with a full SOA-based framework and complete, integrated portfolio of OSS/BSS/SDP products," she notes, adding that Amdocs and Huawei have moved furthest toward SOA-based compliance with the TM Forum eTOM process model.
