The National Police Association Endorses the National Law Enforcement Officers Remembrance, Support, and Community Outreach Act
INDIANAPOLIS, Sept. 17, 2026 /PRNewswire/ -- The National Police Association (NPA) endorses the National Law Enforcement Officers Remembrance, Support, and Community Outreach Act (S. 3719 / H.R. 309), legislation introduced by Sen. Thom Tillis (NC) in the Senate and by Rep. Troy Nehls (TX-22) in the House. It would authorize the Secretary of the Interior to provide $6 million annually in grant funding for seven fiscal years to the National Law Enforcement Officers Memorial Fund (NLEOMF).
The bill passed the House on September 14, 2026, and a companion bill is pending in the Senate Committee for Energy and Natural Resources; text for the Senate bill is here, and text for the House bill is here.
The NLEOMF is a Washington, DC-based nonprofit established by Congress in 1984. It manages the National Law Enforcement Officers Memorial and National Law Enforcement Museum. Unlike other federal museums created by Congress, the NLEOMF doesn't receive ongoing operating appropriations.
Grant funding authorized by this bill would be used for officer safety and wellness initiatives. This includes expanding line-of-duty fatality and injury data, which police agencies use to establish best practices.
"Supporting officer safety is essential, especially now. Per the FBI's most recent Law Enforcement Officers Killed and Assaulted report, the assault rate on officers reached another 10-year high in 2025," said Paula Fitzsimmons, Legislative Director, National Police Association.
Grant money would also be used for public engagement initiatives, which include expanding school partnerships.
"The public often gets information about police from news and social media outlets. Providing access to structured public outreach initiatives can counter inaccurate information," Fitzsimmons added.
Another bill provision includes free museum admission for active and retired officers and families of fallen officers, and free dedicated hours for the public.

Nehls, and co-sponsors for introducing the National Law Enforcement Officers Remembrance, Support, and Community Outreach Act, legislation designed to strengthen police-community relationships and support officer safety and wellness.
