Colonel (Ret.) Mark "SNapper" Mattison Shares Lessons Learned from the Air Force's Initial Pilot Training Program and Lays Out a Path to Transform Training Across All Services

SAN ANTONIO, Oct. 27, 2026 /PRNewswire/ -- More than 300 senior military leaders, program managers, instructors, and aviation industry executives gathered in San Antonio for the 2026 IDGA Military Flight Training USA Summit. The summit is one of the premier forums for discussing how we modernize military flight training. It puts uniformed and civilian leaders in the same room to trade ideas, test new training methods, and find better ways to produce the next generation of military aviators.

Among the featured industry speakers was Colonel (Ret.) Mark "SNapper" Mattison, Vice President of Military Programs for US Aviation. Mattison addressed an audience drawn from every branch of the U.S. Armed Forces. Drawing on decades in military aviation and his role leading US Aviation's Initial Pilot Training (IPT) program, he took on one of the toughest problems facing the services today: how to modernize training, increase capacity, cut costs, and get uniformed personnel out of training units and back into operational warfighting assignments.

It was the right audience for that conversation. Flag officers and senior decision makers from Air Education and Training Command (AETC), Chief of Naval Air Training (CNATRA), and the Army Aviation Center of Excellence were in the room. These commands build the people, capabilities, and training systems that keep American military aviation on top, and they brought hard-earned operational perspective to the discussion.

Mattison didn't come to talk theory. He came to share what US Aviation has actually done.

A Transformational Approach to Initial Pilot Training

In December 2025, the United States Air Force awarded US Aviation a ten-year, $835 million contract to administer the Air Force's Initial Pilot Training program. US Aviation is the sole contracted IPT provider, a significant shift in how the Air Force prepares future pilots for advanced training.

Mattison explained that IPT represents a real change to the traditional model. For decades, the services have run initial aviation training on their own installations, with their own aircraft, instructors, maintainers, and support personnel. That model has worked, but it consumes a large amount of military manpower and resources to operate and sustain.

IPT takes a different approach. It puts capability that already exists in the civilian aviation industry to work for the Air Force.

Civilian training organizations already have the infrastructure, the experienced instructors, the maintenance capability, and the federally recognized certifications in place. By using them, the Air Force can give students a solid foundation in flying without rebuilding every piece of the training enterprise on its own.

Mattison noted that US Aviation's experience standing up and running IPT offers useful lessons for any military organization weighing a similar approach.

The goal, he said, is not simply to outsource training. It is to take a hard look at how the military spends its limited resources while holding the line on the quality, discipline, and performance standards expected of military aviators.

Three Principles for Modernizing Military Training

Mattison built his presentation around three principles that offer a framework for transforming training across the Armed Forces.

First, leverage existing civilian training capacity. The United States has a large, mature civilian flight training industry, with established facilities, aircraft fleets, experienced instructors, maintenance personnel, and proven training management systems. Rather than spend military dollars duplicating that capability, the services can use infrastructure and expertise that is already performing in the private sector.

Second, capitalize on civilian certifications and qualifications. Civilian flight training operates under standards and oversight set by the Federal Aviation Administration (FAA). Building recognized civilian certifications into military training gives the services an established system of standards, checkrides, inspections, and qualifications. That reduces duplicative government oversight while keeping performance requirements clearly defined.

Mattison pointed out that FAA oversight is a built-in advantage. The FAA is already an independent regulator responsible for evaluating civilian training organizations. That frees the services to focus their oversight on military-specific requirements and contract performance instead of recreating a civilian certification and inspection system from scratch.

Third, redirect military manpower into operational warfighting units. This may be the most strategically important benefit: returning personnel now assigned to institutional training organizations to operational units.

Every instructor, maintainer, administrator, or support specialist whose training duties can responsibly move to a civilian partner is manpower that can be reinvested in operational readiness. For leaders facing persistent personnel shortages and growing operational demands, the payoff goes well beyond dollars saved.

It also puts each side where it adds the most value. A civilian partner like US Aviation can focus on what it does best, building sound foundational flying skills, while our warfighters pass on the combat experience and tactical expertise that only they can provide and that no civilian organization can replace.

      Lessons Learned: "It's Hard"

One of the most memorable moments came during the Q&A, when a former three-star Air Force general officer asked what US Aviation had learned in its first two years of building the IPT program.

      Mattison didn't hesitate.

      "It's hard."

The answer drew laughter across the room, but Mattison quickly explained just how complex a high-volume flight training operation is.

"Graduating one class of 25 students earning three certificates in 139 days is challenging," he said. "Two classes overlapping at the same time isn't twice as hard, it's three times as hard."

Then he described what happens when a third class starts before the first two have graduated.

With three classes in the pipeline, coordinating aircraft availability, instructor schedules, maintenance, student progression, checkrides, and training resources gets dramatically harder.

"The difficulty rises exponentially when the third class is added to the mix," Mattison said.

His point drew a sharp line between running a typical civilian flight school and running a large-scale military training program with tight timelines, defined graduation requirements, and multiple classes moving at once.

Flight training is resource-intensive by nature. Aircraft have to be available and maintained, instructors have to be qualified, students have to complete prescribed training events, and weather or maintenance problems can throw off the schedule for classes behind them.

The more classes overlap, the more those variables interact. One delayed flight lesson in one class can affect aircraft and instructor availability in another, and the pressure cascades through the whole operation.

The takeaway: success takes more than airplanes and instructors. It takes disciplined program management, tight scheduling, careful resource allocation, and the flexibility to adjust fast when things don't go to plan.

An Opportunity Beyond Air Force Pilot Training

While US Aviation's experience centers on Air Force IPT, Mattison encouraged attendees to think about how the same approach could apply to other training disciplines and other services.

The underlying principle is simple: the military should concentrate its people and unique capabilities on missions that require military expertise and look to civilian partners for training functions that can be done well outside the uniformed force.

Public-private partnerships with civilian schools like US Aviation act as a force multiplier. Civilian partners bring the resources and infrastructure to deliver basic skills at scale, which lets the Armed Forces put their time and talent into honing the warfighting expertise that only they can develop.

The presentation drew questions about US Aviation's capabilities, the challenges of implementing IPT, and the potential to replicate the model across other services and training programs.

Those conversations reinforced how important it is for military leadership and civilian industry to work together as the services look for ways to modernize training without lowering the bar.

Returning Military Manpower to the Fight

US Aviation's Initial Pilot Training program offers a potential blueprint for broader transformation of military training across the Armed Forces.

For the leaders gathered in San Antonio, Mattison's message was clear: the future of military training doesn't have to mean more facilities, more equipment, or more uniformed personnel assigned to institutional training.

It may mean changing how the Armed Forces use America's civilian training industry.

By leveraging civilian capacity, capitalizing on federally recognized certifications, and returning military manpower to operational units, the Armed Forces can train more efficiently, reduce costs, and strengthen the warfighting force while keeping the rigorous standards America's military professionals are known for.
