Profile America — Saturday, June 19th. The 2010 Census is still under way. This is the 23rd time this once-a-decade count has been conducted since 1790. This unbroken string of population counts is called for in Article One of the U.S. Constitution. The founding fathers wrote such a provision to ensure that seats in the House of Representatives are apportioned fairly. Modern censuses are largely taken by mail. But households that did not return their census form are being visited by census takers, who will ask the same 10 simple questions on the mail form. The answers from each household will not only help guarantee political representation, but proper distribution of $400 billion a year in federal program funds.
