This time, the annual household battle to get all the needed paperwork together will occur against the backdrop of heightened political rhetoric about Americans' tax burden. Today marks the anniversary of the date in which the Internal Revenue Service began to levy and collect taxes in 1913 -- just a little over a month after the 16th Amendment to the Constitution was ratified, granting Congress the power to levy such taxes. Now, about 143 million tax returns are filed each year, reporting more than $6 trillion in taxable income.
