Adlib Acquires Paperbox: Combining Agentic Intake & Orchestration with a Data Foundation Regulators Trust

DALLAS, Sept. 21, 2026 /PRNewswire/ -- Adlib Software today announced an agreement to acquire Paperbox, pairing agentic AI intake for inbound insurance communications with the data foundation that records where every value came from and proves it holds up. Paperbox uses Agentic AI to turn inbound email, portals, and attachments into structured tasks and cases the moment they arrive. Adlib turns what's inside those documents into governed, audit-ready data, with every extracted value linked back to the source. Together they move a carrier from a full inbox to data an auditor can stand behind.

Insurers are not short on ambition for agentic AI. 62% of insurance AI pilots now reach production, and 46% of insurers have fully deployed AI in actuarial and underwriting, according to EXL's 2026 U.S. Enterprise AI Study. What is missing is proof in the data. Only 24% of insurers in that study consider themselves to have a leading edge on data management maturity. Grant Thornton's 2026 AI Impact Survey, which included 100 insurance executives, is blunter still. 61% said their boards have set AI governance policies, but only 24% were very confident they could pass an independent AI governance review in 90 days, and 68% said their AI controls exist but the evidence is fragmented across teams and tools. 44% said governance or compliance challenges have contributed to AI project failure or underperformance. The policies exist. The evidence to satisfy them does not.

The failure is concrete. The values in a claim file come off scanned reports and handwritten forms, and nothing records which page they came from. When a coverage decision is questioned eighteen months later, an adjuster reopens every document and rebuilds the data trail by hand; one late-arriving document and the rebuild starts over. Meanwhile, the claims AI already in flight is trained on data nobody can vouch for. Paperbox removes the manual triage at the front door, so only real exceptions reach a person, with the reason already attached. Adlib checks the data in each document against the carrier's own rules, with confidence set per document type and writes the audit trail as the work happens, rather than reconstructing it after a complaint arrives. That has, until now, mostly been reserved for carriers with the staff and systems to build it by hand.

Adlib already runs in production inside document-heavy, regulated enterprises, and the combined intake and orchestration layer is designed to extend to other regulated industries.
