An ignition interlock is a breath test device linked to a vehicle's ignition system. When a convicted drunk driver wishes to start his or her vehicle, he or she must first blow into the device. The vehicle will not start unless the driver's Blood Alcohol Concentration (BAC) is below a preset level. Costs of the interlock are borne by the offender.
Ignition Interlock has experienced 20% growth year-to-year since 2007. There are currently 300,000 Interlock systems in use in the U.S. Management believes there is a significant opportunity for growth for one of its leading products, the Axxess Interlock Reporting System ("AIR").

Recent statistics from the Department of Justice state that over 1.4 million drivers were arrested for DUIs related to alcohol or other drugs. That is less than the 1% of the 147 million self-reported episodes of alcohol-impaired driving among U.S. adults each year, as reported at the 2010 World Safety Conference.
Leading industry sources reference how Ignition Interlock has been proven to significantly reduce drunk driving. According to the Centers for Disease Control (CDC), Ignition Interlocks are effective in saving lives and reducing drunk driving repeat offenses by 67 percent. Specifically, all offender Interlock laws, when implemented well, are found to reduce repeat offenses significantly. An Interlock is more effective than license suspension alone, as 50 to 75 percent of convicted drunk drivers continue to drive on a suspended license.
The National Highway Traffic Safety Administration (NHTSA) website states that partly as a result of all offender ignition interlock laws in Oregon and Arizona, drunk driving deaths are down in these states by 52 and 51 percent respectively. Mothers Against Drunk Driving's (MADD) website states that Interlocks saves lives, referring to recent statistics stating that 17 states and a California pilot program, covering a total population of over 13 million, have laws requiring Ignition Interlocks for all first time convicted drunk drivers. Ignition Interlock is experiencing an estimated average 20% annual growth.
Drunk driving has a significant impact upon the nation's economy. The NHTSA reports that alcohol-impaired motor vehicle crashes cost more than an estimated $37 billion annually. In 2010, more than 10,000 people died in alcohol-impaired driving crashes – one every 51 minutes.
