California Uniquely Introduces a Job Creating Bill; Voluntary Certification for Makeup Artists

SACRAMENTO, Calif., March 15, 2012 /PRNewswire/ -- Assembly Member Tony Mendoza introduced AB 1754 that aims, through voluntary certification, to open job opportunities for makeup artists who are not cosmetologists or estheticians and desire to work in salons, spas or other makeup artistry employment venues such as wedding and special events. Current State law prohibits artists who are not licensed from practicing their profession in those areas. The bill also aims to provide protection to the public from the unsafe practices of untrained practitioners that spread diseases and infections. The bill will allow for the passive absorption of current qualified practitioners.

Considering that the overwhelming majority of the industry is entertainment, freelance and retail artists who are not licensed, AB 1754 is particularly significant as it will expand employment opportunities to those who choose to get certified. Under AB 1754 veteran artists can attain certification by demonstrating 3 years experience, belonging to an industry union, or have attended a State approved makeup school. New comers can get certified by attending a State approved makeup school offering courses that meet the minimum educational requirements. The Board of Barbering and Cosmetology is uniquely capable at very little administrative impact or expense to implement certification for Makeup Artists.

AB 1754 further aims to ease the struggles of salon owners in hiring qualified talented makeup artists in their salons and spas. Joseph Hayes, an owner of a trendy salon in Los Angeles, shares that for months he's not been able to find licensed talented artists for his salon, yet he's had to turn away 3 potentially suitable candidate artists in the past week because they are unlicensed.
