CALPASC Urges All Contractors To Follow Safety Protocols
SACRAMENTO, Calif., Nov. 21, 2014 /PRNewswire/ -- On the heels of the California Department of Industrial Relations (DIR) November 20 press release detailing the deaths of Disney Construction, Inc. (DC) employees, the California Professional Association of Specialty Contractors (CALPASC) is urging contractors to closely follow and implement safety protocols. According to DIR's release, the California Division of Occupational Safety and Health fined DC $106,110 for violations contributing to Marcus Powell and Glenn Hodgson's death from an 80-foot fall off of a crane-hoisted platform at a Winters, California, construction site. The resulting investigation found that DC's crane was not certified and hadn't been "visually inspected for defects"; the "crane operator had failed to perform an unmanned trial run"; and that a "competent individual had not inspected the rigging and platform before usage". In addition, the investigation found that a "qualified trained signal person" was not available to assist with the crane operation.
The following comments can be attributed to CALPASC's Director of Risk Management Bruce Wick:
"The news out of DIR is sobering and an important reminder for contractors to implement safety rules and regulations at all times.
"CALPASC believes that while this case hasn't been finalized through the appeal process, it is a very grim notice that all equipment inspections need to occur to avoid this type of catastrophe.
"Although DC has appealed the six general and regulatory violations, as well as the nine serious violations, and they will have a full opportunity to dispute the citations, the fact remains two workers will not be going home to their families due to an accident which appears to have been preventable."
