Cardno TBE Welcomes James Anspach to its Global Utility Operations

BEND, Ore. and CLEARWATER, Fla., Jan. 31, 2013 /PRNewswire/ -- Cardno TBE is pleased to announce that James Anspach has joined the firm as Director of Utility Market and Practice Development.

Mr. Anspach is responsible for Cardno TBE's quality assurance for subsurface utility engineering (SUE) services corporate-wide, oversight of Cardno TBE's internal SUE University, development and implementation of best practices and continuous improvement in terms of compliance and standards. His first mission will be to focus on developing new research projects within the domestic and international markets for Cardno TBE, in addition to the existing research projects under way for the National Highway Institute and Federal Highway Agency.

Mr. Anspach routinely serves on national and international committees regarding utility detection, mapping, damage prevention and standards. He is a renowned author and major contributor to more than 50 publications on SUE and other engineering topics since 1991. He's an authority on standard of care issues for the utility damage prevention and practice of subsurface utility engineering. Mr. Anspach has an extensive background in the research, development and application of geophysical techniques crucial to utility identification and direction. He also has years of practical experience with managing many large subsurface utility engineering projects and has personally designated hundreds of thousands of feet of underground utilities.

He is the 2012 Recipient of the Institute for Critical Technology and Applied Science Water Infrastructure Center of Excellence Awards Program for its Utility Engineering Category and is the 2009 Recipient of the Federal Highway Administration's Excellence in Utility Relocation and Accommodations Awards Program in its Leadership Category.

Prior to joining Cardno TBE, Mr. Anspach was self-employed as a special consultant. His recent projects included serving as the National Academies subject expert in disseminating information on underground utilities research projects. He's also helped on the development of Iowa's Department of Transportation Survey Specifications for Utilities and SUE initiation, development of BWI Airport SUE standards for GIS and CIP project development and coordination with Standards Australia for development of SUE standards, among others.

He holds a Bachelors of Geologic Sciences degree from Pennsylvania State University and is a professional, registered geologist in Virginia, Pennsylvania and Tennessee.

Mr. Anspach is the current chair of the American Society of Civil Engineers' Construction Standards Council and the American Society of Civil Engineers' Codes & Standards Board Committee, and a member of the American Association of State Highway Transportation Officials Committee on Utility Scoping and Mapping.
