Panelists discussed the study's findings with regard to the five aspects of the ACA that are anticipated to have a potentially significant impact on current premiums, including:

  • Minimum benefit coverage
  • Minimum and specified levels of member cost-sharing, or metallic tiers
  • Premium rating restrictions regarding gender, variation by age, and health status
  • Guaranteed issue requirements without pre-existing condition limitations in the individual market
  • Federal premium subsidies for low-income individuals
