NEW YORK, Feb. 26, 2015 /PRNewswire/ -- Dawn L. Smalls, a lawyer with experience across law, government, politics, and philanthropy, has returned to Boies, Schiller & Flexner as a partner. She will use her broad expertise in navigating federal agencies and rulemaking processes to help clients achieve their business goals.

"I take pleasure in welcoming Dawn back to the Firm to help us with our fast-growing Crisis Management and Government Response work," said Boies, Schiller & Flexner Managing Partner Jonathan Schiller. "Her unique experience will be an asset to clients with business before the administration and especially to clients in health-related industries."

Ms. Smalls returns to Boies, Schiller & Flexner from the Ford Foundation, where she directed approximately $40 million of grantmaking focused on democracy initiatives in the U.S. Previously, she has served as Executive Secretary at the Department of Health and Human Services, the third-largest rulemaking agency in the federal government. In that position, which she held from 2009 to 2011, she was the chief regulatory officer for the agency and a principal advisor to its Secretary, Deputy Secretary, and Chief of Staff. During the 2008 presidential election, she was a Regional Political Director for the Hillary Clinton for President Campaign and the New York State Political Director for the Obama for America campaign. From 1998 to 2000, she served as Assistant to White House Chief of Staff John Podesta and as a Special Assistant in the Office of Management and Budget.

Ms. Smalls was an associate at Boies, Schiller & Flexner from 2003 to 2006, working on a number of high profile, complex matters, including representation of Barclays Capital in its defense against a $13 billion claim by the Lehman Brothers bankruptcy estate and creditors' committee; and representation of investors in two of the largest "feeder funds" that financed Bernard Madoff's massive Ponzi scheme.

Ms. Smalls received her law degree from Stanford Law School and her B.A. from Boston University. She is based in the Firm's New York City office.
