The Department of Education proposed the "Gainful Employment" rule with the intention of helping students who attend career colleges from taking on too much debt. However, the rule is based on an arbitrary loan debt-to-income ratio that would deny financial aid to students who do not meet the formula and consequently, limit them from attending career college programs of their choice. September 9 is the last day of a Notice of Proposed Rule Making process where the department is soliciting public feedback on this rule.
