Carter -- who has more than 20 years experience in software design, development and implementation – will be responsible for setting the product, technology and operational vision for EDGAR Online and will serve as a member of the company's operating committee.

Prior to Metastorm, Carter held positions at the International Monetary Fund, Software Systems Group and PCDOCS.
