Elliott Greenleaf Welcomes David F. Simon as Senior Shareholder and Co-Chairman of Executive Committee
PHILADELPHIA, April 30, 2015 /PRNewswire/ -- Elliott Greenleaf welcomes David F. Simon as senior shareholder and co-chairman of the Firm's Executive Committee. Simon brings more than three decades of extensive legal experience in every aspect of health care, insurance, health policy, complex litigation, regulatory and governance issues.

Simon most recently served as Executive Vice President and Chief Legal Officer of the Jefferson Health System (JHS), where he was responsible for all legal, payor contracting, litigation, governmental relations and corporate governance matters for what was then the largest health system in Southeastern Pennsylvania. His responsibilities at JHS also included serving as the founding President and CEO of the Delaware Valley ACO, the largest Medicare Shared Savings Plan in the area. Simon previously was Chief Legal and Regulatory Affairs Officer of Aetna US Healthcare and its predecessor US Healthcare. At both JHS and Aetna he oversaw significant contractual, medical liability, employment and class action litigation, but perhaps more importantly, avoided litigation through proactive counseling, negotiation and other strategies. Prior to US Healthcare, he was a partner at Wolf Block in Philadelphia, concentrating his practice in complex commercial litigation and computer law.
Simon is currently Chairman of the Pennsylvania eHealth Partnership Authority, the state agency responsible for establishing the statewide electronic health information exchange. His public service leadership experience includes serving as Chairman of the Delaware River Port Authority of Pennsylvania and New Jersey and as Chief Counsel of the Pennsylvania Insurance Department. A recognized expert on health policy, he chaired or served on health, insurance, and public welfare transition teams for Governors Ridge, Corbett and Wolf, was instrumental in launching the CHIP program with Governor Casey, and served as a member of the Commission on the Mcare Fund. In 2012 he drew upon his alternative dispute resolution (ADR) and healthcare experience to successfully mediate the disputes between UPMC and Highmark.
An honors graduate of the University of Pennsylvania Law School, Simon has been rated AV Preeminent by Martindale-Hubbell – its highest possible rating for legal ability and ethical standards – for 25 years. He has been designated a Top 100 Pennsylvania Super Lawyer and authored the original Philadelphia Court of Common Pleas Civil Practice Manual and ALI-ABA's Computer Law Handbook.
