
ESN Names William Valentine VP of Strategic Plans and Policies
ARLINGTON, Va., Aug. 10 /PRNewswire/ -- Engineering Services Network Inc. (ESN), a trusted leader in technology and engineering solutions, announced today the appointment of William "Bill" Valentine as the Vice President of Strategic Plans and Policies at ESN.

Before joining ESN, Valentine was the executive vice president and chief operating officer of American Systems Corp., which provides systems engineering, technical, and managed services to government customers.

In his new role at ESN, Valentine will lead the company's strategic planning efforts as ESN navigates its way away from a service-disabled veteran-owned small business (SDVOSB), to a large business.
Duties will include strategic planning and ensuring strategic plans, strategies, operational procedures and performance metrics are allocated and totally aligned across the enterprise, upgrading internal control systems and procedures to ensure compliance with the rigorous governance requirements of a large business, and supporting the company's continuing growth through business development activities, personal networking and the introduction of innovative business models.
Valentine has over 20 years of experience in business operations and engineering consulting services across a broad range of federal government markets, including DOD, DOS and DOJ.
Valentine spent 30 years with American Systems (ASC) where he started as a junior engineer working on the Trident Submarine's Command and Control System (CCS) Programs. Valentine was tasked to relocate to Newport, R.I., to work in the Trident Submarine's CCS Land Based Evaluation Facility's (LBEF) development, test and certification program. Following the successful CCS certification, he provided on-site/at-sea shipboard engineering support for the installation, test and certification of the CCS in General Dynamic Electric Boat Division's (GD/EBDIV) submarine construction yard, working onboard the lead ship, the USS Ohio, SSBN 726.
Returning to DC, Valentine took over and expanded the Crystal City operations, winning a $100M NAVSEA engineering services contract.
