The Chinese government has for the past seven years issued the Central First Document with the main focus of supporting the development of agriculture, rural areas, and rural residents. Local agriculture, industrial and commercial administration departments should fully understand the main purpose of developing the chain operation of agricultural resources, should highly regard the tasks of promoting agricultural resources chain operation and cultivating industry leaders to create a favorable external environment for the development of this operation.
On December 24, 2008, the State Council stressed that its purpose was, "To promote the reform of fertilizer distribution system. To allow various types of investors to enter into the field of biological fertilizer circulation, encourage and support the development of large-scale biological fertilizer distribution companies."
Especially since 2009, policies of supporting agriculture and benefiting farmers are frequently introduced, especially since the beginning of 2009.
