Joining the firm are Christopher Bradley, P.E.; Mike Carosotto, P.E., PMP, CFM; Ying-Kit Choi, Ph.D., P.E.; Scott Keating; Doug Laiho, P.E.; John McGrane, P.E.; Edward O'Rourke; and Chia Tan, Ph.D., P.E.

Christopher Bradley, P.E., branch manager of GEI's newly established Raleigh, North Carolina office, is an environmental engineer with 16 years of experience in the environmental consulting industry. He comes to GEI with a strong track record in environmental remediation, design, and implementation for a broad range of clients in the southeastern United States with a focus towards utility and transportation clients on soil, sediment, and groundwater remediation projects. His program and project experience includes remedial investigation; remedy design, procurement, and oversight of large-scale projects; regulatory interface; liability estimating; groundwater monitoring; over-water fueling facility upgrades; permitting; and firm operations management and staff development. A professional engineer, Mr. Bradley graduated from North Carolina State University with a Bachelor of Science in Environmental Engineering.
Michael Carosotto, P.E., PMP, CFM joins GEI as a senior consultant with more than 22 years of experience directing civil engineering activities for the U.S. Coast Guard throughout the country. Based out of GEI's Providence, Rhode Island office, his expertise includes all aspects of the engineering planning, design, construction, facility operations, real estate and environmental services of Coast Guard institutional facilities from Northern New Jersey to Maine, as well as a number of Great Lakes and Pacific Northwest facilities. He will assist GEI in managing its facility and waterfront projects at the local, state and federal levels. Mr. Carosotto received his Bachelor of Science degree in Civil Engineering from the U.S. Coast Guard Academy and his Master of Science degree in Civil Engineering from the University of Illinois.
Ying-Kit Choi, Ph.D., P.E. is a senior geotechnical and dam engineer with more than 29 years of experience, including a two-year teaching commitment at the University of Illinois. Based in GEI's Denver, Colorado office, Dr. Choi enhances GEI's dam, levee and water resources engineering practice. His expertise includes foundation investigations, embankment, concrete and RCC dam designs, including appurtenant structures such as outlet works and spillway structures. He also brings special expertise in seismic slope stability and deformation analysis; liquefaction analysis of dam foundations; seepage and design of filters and drains for embankment dams; and rock slope stability analysis. Notably, over the last 10 years, Dr. Choi has been an established, long-standing independent technical reviewer for the U.S. Fish & Wildlife Service and the U.S. Bureau of Reclamation for dam safety modifications for significant or high-hazard dams. Dr. Choi is the author of Principles of Applied Civil Engineering Design published in 2004 by the American Society of Civil Engineers Press. A pioneer reference in the civil engineering profession, the book includes guidelines, principles, and design philosophy to produce high-quality design documents for heavy civil engineering projects.
Scott Keating, branch manager in GEI's newly established Atlanta, Georgia office, has more than 25 years of experience in environmental engineering and consulting. To his clients, he provides program and site level strategy development, project management, technical expertise, regulatory strategy development, and a variety of remedial design and implementation-related services. He has focused much of his consulting work in the utility/manufactured gas plant (MGP) and transportation (freight and transit rail) business sectors, specifically focused on managing large-scale, complex soil and groundwater remediation programs and projects. His transportation experience includes 20 years of program and project management, and technical problem solving on dozens of freight and transit rail projects in the eastern U.S. involving petroleum fuels, metals, chlorinated solvents and PCBs. His MGP experience, gained predominantly in the southeastern United States, supplements GEI's well-established MGP practice. Mr. Keating graduated with Bachelor degrees in both Biology and Environmental Science from East Stroudsburg University.
Doug Laiho, P.E. is a senior water resources engineer specializing in water supply development, dam design, and most recently fish passage design and stream channel restoration. Based out of GEI's Denver, Colorado office, Mr. Laiho offers a unique blend of expertise in fisheries ecology, hydrology and dam engineering allowing him to assist in the development of ecologically "fish-friendly" dam designs. He has more than 40 years of experience in engineering analysis, design, construction management, and project management for multi-disciplinary water resources projects throughout the U.S. He has been involved recently on several large fish passage projects in Canada and several smaller projects in Wyoming to improve fish passage at irrigation diversion dams. Mr. Laiho's "eco-hydrology" capabilities supplement GEI's established fisheries ecology practice and provide benefit to many of GEI's water resources clients.
John McGrane, P.E. joins GEI as a senior consultant after spending more than 20 years in the Department of Public Works for the City of Hartford, Connecticut. Based in GEI's Hartford office, he has extensive experience with public and private sector perspectives on infrastructure management and has been immersed in the capital project management, contract administration, and fiduciary activities related to complex urban municipal operations. He spent the past 12 years as the city's Assistant Public Works Director / City Engineer, and Director of the Greater Hartford Flood Commission. This included management responsibility for the department's capital improvement budget, which approached $40 million annually. In addition to leading the Department's Engineering and Architectural Division during this time, Mr. McGrane spent more than two years managing the entire Department of Public Works. He will be responsible for helping to expand GEI's flood management and municipal engineering practices across the Eastern United States and elsewhere. Mr. McGrane received his Bachelor of Science degree in Civil Engineering from the University of Connecticut, and his Master of Science in Management from Rensselaer Polytechnic Institute.
Edward O'Rourke joins GEI as its New England Region business development leader. He has more than 25 years of comprehensive experience in sales management and business development in the architecture, engineering and construction (AEC) industry. Based out of GEI's Boston, Massachusetts office, he is responsible for helping the firm expand its relationships in the New England region with additional national responsibilities related to vertical construction. Mr. O'Rourke comes to GEI from a Boston-based construction management firm where he spent the last seven years as director of business development. He also owned an environmental consulting firm that was acquired by Dames & Moore. A graduate of Long Island University CW Post Campus, Mr. O'Rourke is an engaged member of numerous professional associations including the Boston Society of Architects (BSA); the Construction Management Association of America (CMAA); CoreNET New England; the Environmental Business Council; the International Facilities Management Association (IFMA) Boston Chapter; the International Society of Pharmaceutical Engineers (ISPE) Boston Chapter and the Society of College and University Planners (SCUP).
Chia Tan, Ph.D., P.E., geotechnical practice leader, is a seasoned geotechnical expert with 28 years of experience in large-scale structural and underground construction throughout the United States and in ten other countries worldwide. Based out of GEI's Chicago, Illinois office Dr. Tan brings expertise in foundations; deep excavations and tunnels; shoreline structures; and soil dynamics. He has also been involved in foundation and excavation support design for iconic skyscrapers and high-rise structures in the U.S. and internationally, including some of the world's tallest buildings. A certified professional engineer in five states, Dr. Tan holds a Bachelor's Degree in Civil Engineering from the University of Kentucky and both a Master of Science and a Doctorate of Philosophy in Geotechnical Engineering from Virginia Tech.
