What it discovered is that the quintessential cities in which to strike a balance between work and leisure are not necessarily big, gleaming centers of industry and entertainment showered in 12 months of temperate sunshine. In fact, they're likely to be small to mid-size, and a surprising number are known for being either cold and snowy or very, very hot. There is no middle ground.
All of the cities on the Fit Small Business list maintain a lower cost of living, with manageable work weeks, and commute times. Buffalo, Minneapolis, Milwaukee and Cincinnati, for example, are cold cities known for their low costs of living, and short work weeks. Their smaller populations also mean fewer traffic jams, and less competition for job advancement, both of which are much bigger factors in cities like New York and L.A.
To create its list, Fit Small Business evaluated and ranked 46 cities on economic factors, average hourly work weeks, and availability of non-work-related activities. The publication researched data from key sources including Gallup, The Trust for Public Land, Governing.com, Numbeo and the U.S. Labor Department. The results can be found HERE.

Fit Small Business ranked the 46 cities on the following weighted six metrics:
- Hours worked per week (25%)
- Entertainment (25%)
- Cost of living (15%)
- Exercise frequency (15%)
- Commute time (10%)
- Home ownership (10%)
"Big cities with large populations and major industries also have long commute times and high cost of living, thus, making it hard to find balance for your life outside of work," said Eric Noe, Editor in Chief of Fit Small Business. "Our research suggests the cities that offer best work-life balance tend to be small to mid-size, with manageable work weeks and commute times, and lower expenses. Extra time and money were the major factors, regardless of weather."
