Experienced attorneys Megan K. Palmer and Robert E. Petrowsky join growing national team

WASHINGTON, Sept. 30, 2026 /PRNewswire/ -- Kutak Rock is pleased to announce the continued expansion of its national tax credits practice with the addition of experienced attorneys Megan K. Palmer and Robert E. Petrowsky, as well as senior real estate paralegal Steven Dinolfo, who brings decades of experience supporting tax credit transactions. Their arrival follows the recent additions of Robin Mahapatra and Amanda P. Cooper, further strengthening the firm's national capabilities in tax-advantaged financing transactions. Megan and Steven have joined the Washington, D.C. office while Robert joins Kutak Rock's Springfield, Missouri office.

Megan brings nearly two decades of legal experience, focused on tax-advantaged equity and debt financing involving business, real estate and renewable energy projects. She joins Kutak Rock from Local Initiatives Support Corporation (LISC) where she served as associate general counsel and advised on tax credit and charter school finance, lending transactions and related legal matters. Previously, Megan represented investors, lenders and developers in historic, new markets and renewable energy tax-advantaged financings at other international firms. Megan earned an LL.M. in real property development from the University of Miami School of Law, a J.D. from Georgetown University Law Center and a B.A. from Yale University.

Robert brings a broad tax and transactional background spanning corporate, real estate and economic development matters. Most recently with Ellis, Ellis, Hammons & Johnson in Springfield, Robert advises public and private clients on federal and state tax matters involving TIF districts, industrial development bonds, renewable energy projects, and complex business transactions. Robert earned an Executive LL.M. in Taxation from Georgetown University Law Center, a J.D. from the University of Denver Sturm College of Law and a B.S. from Colorado State University Global Campus.

Megan's arrival also reunites her with former colleagues Scott DeMartino, Robin Mahapatra, Amanda P. Cooper and Steven Dinolfo, with whom she previously worked in another national tax credit practice. Their established professional relationships add depth, community and continuity to Kutak Rock's growing national team.
