LA County Jobs First Collaborative Releases "Legacy Blueprint" and Expands Leadership Body to Sustain Regional Economic Momentum

LOS ANGELES, Sept. 30, 2026 /PRNewswire/ -- The LA County Jobs First Collaborative today announced the official release of the Legacy Blueprint, a comprehensive strategic roadmap designed to sustain the regional infrastructure, cross-sector relationships, and economic development priorities built through Governor Newsom's economic and workforce development initiative, California Jobs First. Alongside the publication, the Collaborative formally inaugurated its expanded, 21-member Investment & Sustainability Advisory Committee (ISAC), co-chaired by CA Black Women's Collective Empowerment Institute's Kellie Todd Griffin and Los Angeles LDC's Libby Williams, to guide the next phase of equitable economic growth across Los Angeles County.

Representing an economic engine that generates a Gross County Product (GCP) of approximately $1 trillion and accounting for roughly one quarter of California's total $4 trillion Gross Domestic Product, according to the LAEDC's Institute for Applied Economics, Los Angeles County requires robust regional coordination to drive inclusive prosperity. To meet this scale, the Collaborative engages more than 800 partners spanning community-based organizations, labor, industry, K-16 education, workforce development, government and philanthropy. This initiative was convened by the Los Angeles County Economic Development Corporation (LAEDC) with fiscal stewardship from the California Community Foundation since 2023.

Developed through eight months of rigorous research, ISAC planning meetings, and collaborative working groups, the Legacy Blueprint captures the lessons and impact of the initiative's Planning, Catalyst, and Implementation phases. It delivers actionable recommendations across long-term governance, regional investment, funding sustainability, policy advocacy, industry strategy, and ongoing partner engagement. The publication serves as a practical guide to ensure that the momentum generated by the coalition outlasts individual grant cycles.

To steward this next chapter, ISAC has transitioned from a 15-member advisory group into an expanded 21-member regional body. The new structure organizes representation across three distinct categories: regional seats reflecting LA County's nine Service Planning Areas; pillar seats providing deep expertise across core economic priorities; and functional seats dedicated to governance, investment, funding, and operations.
