National CORE, Linc Housing and City of Glendale Celebrate Grand Opening of 340 Affordable Apartments for Seniors and Families

GLENDALE, Calif., Sept. 23, 2026 /PRNewswire/ -- Linc Housing and National CORE, nonprofit developers of affordable housing, joined the City of Glendale, public and private partners, community leaders and residents to celebrate the grand opening of Pioneer Village, a 340-home affordable housing community for families and seniors.

"Pioneer Village is a fitting name because it really does take a village to make a project like this happen," said Glendale Mayor Ardy Kassakhian. "The City saw an opportunity with this property years ago and made the decision to invest in affordable housing. Today, that investment has become 340 homes, and that is something worth celebrating. It also shows how Glendale continues to lead on housing efforts and affordability in the region."

Pioneer Village, located at 515 Pioneer Drive in Glendale, includes three elevator-served, five-story buildings on 2.79 acres. The community offers 92 homes reserved for low-income seniors ages 62 and older, 245 homes for families, and three apartments for on-site property staff. Homes are affordable to households earning between 30% and 80% of the area median income.

The buildings are arranged around courtyards and open spaces connected by bridges, with a pedestrian paseo linking the property to nearby Fremont Park. Amenities include more than 5,800 square feet of indoor community space with community rooms, kitchens, computer labs and an on-site gym, along with playgrounds, community gardens, outdoor courtyards with barbecue and picnic areas, rooftop decks and a walking path.

Pioneer Village began construction in January 2023 and was completed in July 2026. Residents began moving in during June. More than 7,500 unique applications were submitted for the new apartments.

Each home includes air conditioning, electric heating, a patio or balcony, dishwasher, microwave, garbage disposal and all-electric appliances. Pioneer Village is designed to meet LEED Gold standards from the U.S. Green Building Council. The community includes 342 parking spaces in a two-level subterranean garage, including 35 electric-vehicle-ready stalls.

Pioneer Village is within walking distance of Fremont Park and the Glendale Beeline Route 5 stop at Doran and Pacific. It is also within one mile of the Glendale Central Library, Glendale Family Medical Center, grocery stores, restaurants and pharmacies.

Resident services are provided on site by Linc Housing's resident services team. Programs include healthy cooking and eating classes, exercise classes, social activities and supportive services designed to promote health, wellness, connection and access to resources.

Funding for the development comes from a variety of sources, including multifamily housing revenue bond proceeds through Bank of America construction lending, low-income housing tax credits through Bank of America, City of Glendale Measure S Funds, Low and Moderate Income Housing Asset Funds, HOME Program Funds, CalHFA HUD-Risk Sharing Program and Mixed-Income Program Funds, and other private and public funding sources.

KFA designed Pioneer Village, and National CORE served as the general contractor. HavenCORE is the property manager, and Linc Housing provides resident services.
