The Exchange will own and operate five (5) public health care options that will be non-profit Health Care Warranties. He decided to take on this mission when Congress failed to give citizens of the United States a public health care option in the historic Health Care Bill presented by President Barack Obama.

The mission of the US Health Care Warranty Exchange (USHCWE) is to create a new health care industry for medical coverage that will provide real quality and affordable access to health care providers. A new and improved method to finance health care benefits has been developed to lower the cost of health coverage to consumers.
The US Health Care Warranty Exchange is predicted to create 40,000 full-time positions and 5,000 part-time positions in 2014 which will stimulate our nation's economic growth.
Matthew R. Wright is attempting to raise $400 million dollars for the US Health Care Warranty Exchange through direct donations to have the Health Care Exchange up and running by 2014. The US Health Care Warranty Exchange is seeking $50 million dollars in funding from various Philanthropies and Foundations based on the focus of population health.
