New Report Reveals Profound Divide Between U.S. and Global Public Perceptions of Data Centers

Global Study Finds Americans are Significantly More Opposed to Data Center Construction than 27 Other Countries. Core Reason: Americans have High Mistrust of AI Companies.

The report, generated by conducting real-time conversational focus groups among 268 participants around the world, revealed significant differences between U.S. perceptions of data centers and citizens from 27 other countries. While global communities view the construction of data centers as adding strategic infrastructure with significant economic upsides, American communities exhibit deep resistance and a hardened trust deficit.

Even when considering ideal data center construction projects in which builders promise significant tax revenue and offer guarantees that address the prevailing community concerns, such as ensuring no threats to water resources, no increase in electricity rates, no noise pollution or eyesores, and no damage to the environment, a significant majority of American respondents maintain persistent resistance and mistrust.

To generate this comparative intelligence report, researchers conducted two real-time, large-scale deliberative focus groups (Global Cohort of 208 participants across 27 countries and 10 different languages, and U.S. Cohort of 60 American citizens spread randomly around the continental United States).

The study highlights several statistically important findings regarding public perception:

• Stark Baseline Opposition: U.S. resistance to data centers is drastically higher, with 80% of Americans opposing local AI data center construction at baseline, compared to 57% globally.
  
  
• The U.S. Trust Deficit: When presented with guarantees, such as no increases in electricity rates, no threats to water supplies, no environmental harms, no noise, and increased tax revenue, global sentiment flipped to 63% in favor for the construction project. Conversely, U.S. opposition remained hardened at 64% against construction. A surprising 39% of U.S. opposing dialogue explicitly cited corporate deception and broken promises from tech companies.
  
  
• Universal Acceleration, Divergent Motives: Both cohorts (Global and U.S.) overwhelmingly expect data center construction to accelerate over the next 3 years (81% global, 79% U.S.).
  
  
• Progress v Powerlessness: Global participants view data centers positively as a technological and economic asset, while Americans see rapid build-outs in the context of corporate profit motives and aggressive lobbying aimed at steamrolling local consent.
