Mirzabegian's daughter suffers from Severe Myoclonic Epilepsy of Infancy (SMEI), or Dravet syndrome, a rare and catastrophic form of intractable epilepsy that begins in infancy. Doctors were treating her with high doses of powerful drugs, which he feels permanently affected her ability to communicate and learn.

He launched efforts to help families with suffering children find medication at very low cost after his daughter began having multiple daily seizures lasting from 45-minutes to 90-minutes. He learned through research that CBD oil made from a low THC (0.3%) cannabis strain reduced seizures by 90 percent, and has since helped many families understand the potential of cannabis-based medicine helping their children.

Attorney, legal analyst, and radio talk show host Norman Goldman then describes the state of cannabis laws in America. He explains that, even though cannabis is still illegal in the eyes of the federal government, local law enforcement is not obligated or bound to enforce federal law. Fortunately for patients living in states where voters have passed laws allowing medical and recreational marijuana use, the federal government has backed down on enforcing the federal cannabis law. He says since the severity of cannabis laws has eased, more research is being conducted amid growing anecdotal evidence that cannabis has medicinal attributes.

Goldman believes that the best way for President Obama to approach cannabis legalization is to reschedule it using the administrative agency. These agencies make rules all of the time, and their bureaucratic process would involve testimony and accept public comment. Obama would be off the hook by simply pointing out that the agency made the decision.
