Oulu to Build Model City of Sustainable Living for 20,000 Inhabitants

Hiukkavaara, largest City District in Northern Finland, attracts 1.8 billion Euro investment
The City of Oulu, the capital of Northern Scandinavia, today revealed new plans to build a city district that will serve as a model for environmental design in the northern hemisphere. Hiukkavaara, the Arctic Smart City, will be the largest city district to be built in Northern Finland and the most important future construction and investment area in Oulu. The total investment of the Hiukkavaara district amounts to 1.8 billion euros.
The new Hiukkavaara district is a model for sustainable, arctic building and living. By the year 2035 Hiukkavaara will be a modern urban district with 20,000 people, 10,000 housing units, 1,800 workplaces and smart services for 40,000 consumers.
Hiukkavaara serves as a Living Lab for energy efficient living concepts and solutions. The district offers premises for research, development, testing and launching of new products and services. Hiukkavaara is designed to be human-sized.
"Hiukkavaara's apartments, buildings, blocks, yards, streets and parks are all designed with residents' convenience in mind. Energy and materials are conserved, nature is valued, and human life blends with the environment. Winter has been the starting point for community design in Hiukkavaara and the city district will be planned taking the weather into account," says Matti Matinheikki, Director, Urban and Environmental Services, City of Oulu.
Development themes of Hiukkavaara include energy efficient city living with smart grids, alternative and renewable forms of energy, ecological water system, and centralized waste management. Additionally, ICT services for a smart city, functional public transportation, and safe wintertime cycling are also being researched. The district will also include facilities for creative sector.
