Mary Gotsopoulis, an attorney, testified that she has been the Chief Judge of the NYC Parking Violations Bureau (P.V.B.) for more than ten years and that her judges have not issued one subpoena for the appearance of a ticket agent, despite thousands of requests to produce the ticket writer.

Bolofsky says: "the testimony of Chief Judge Gotsopoulis and Deputy Commissioner Shear clearly shows the city has no interest in giving those who receive parking tickets a fair shot and the PVB never sees fit to require the appearance of a ticket agent or any one of more than 30 different agencies who issue tickets. Clearly, this is an outrageous situation where the public is not able to put on a complete defense, as the agents never appear or can be questioned. Parking Violations Bureau hearing examiners should either be appointed by the City Council, or elected, so they can be voted out of office, as the public sees fit. Clearly, change is well past due."
