It should not come as a surprise that if you mandate that people buy insurance that covers services they don't want or need and you put no controls over what insurance companies can charge, then they will shift the cost to the patient. They will continue to limit a patient's access by limiting physician panels, limiting what they cover and increasing patient out-of-pocket costs so they can limit what they pay out for medical care in order to cut their losses.
