Plenful's Rebate Intelligence solution fully automates rebate submission and reconciliation workflow so pharmacy teams can protect 340B savings. More than 30 leading covered entities have signed on, signaling trust in Plenful to navigate this enormous regulatory complexity.
SAN FRANCISCO, Oct. 6, 2026 /PRNewswire/ -- Plenful, the leading AI automation platform for pharmacy teams, is ready with Rebate Intelligence. The solution gives covered entities an automated way to submit and reconcile rebates under the Health Resources and Services Administration's (HRSA) revised 340B Rebate Model Pilot Program.
The solution reduces the manual burden on 340B teams while maintaining 340B savings, a major concern for both 340B and finance teams when rebate payments become incomplete, delayed, or denied.
Plenful built Rebate Intelligence ahead of HRSA's 2025 program proposal, the first technology platform to market with an automated reconciliation solution. Today, more than 30 enterprise health systems have contracted with Plenful to utilize Rebate Intelligence once the program goes live on January 1, 2027.
The 340B Drug Pricing Program helps nearly half of U.S. hospitals stretch scarce resources to care for underserved patients. HRSA's revised Rebate Model changes how a subset of that savings reaches covered entities: instead of an upfront discount, covered entities will pay wholesale acquisition cost, known as WAC, on drugs within Medicare's Drug Price Negotiation Program for 2026 and 2027, then submit claims and wait to be repaid the difference.
Covered entities purchased an estimated $100 billion in 340B drugs in 2025, and the drugs covered by the 340B Rebate Model Pilot make up about 5.5% of that volume, or roughly $5.5 billion in annual 340B purchases. At a typical 340B discount of around 50%, the model puts an estimated $2.75 billion in 340B savings at stake.
"The 340B Rebate Model Pilot still has a lot of unanswered questions, and this is a major operational shift on a tight timeline," said Christopher Hannon, Pharmacy Director at Northwell Health, New York State's largest health system. "Manual tracking of rebates simply can't hold up to the volume and data integrity the program demands. Plenful has earned our trust with the impact they delivered for our 340B compliance audit initiative, and their rebate product will streamline every step of the process. It doesn't get easier than that, and it means our team can stay focused on patients and compliance with the 340B Program in this new reality."
With Rebate Intelligence, covered entities gain:
- Rebate reconciliation workflow automation — End-to-end automation for the 340B Rebate Model Pilot, from identifying 340B rebate-eligible claims to submitting complete, validated data sets through Beacon.
- Daily submission management — Plenful maintains a consistent cadence of daily submissions to prevent delays or disqualifications. Claims missing required data elements are flagged in a work queue for resolution before submission.
- Rebate executive dashboards and insights — Visibility into centralized cash flow across multiple TPAs and clean sites, with claim-level insights across the enterprise (at macro or covered entity-specific views).
Rebate Intelligence extends Plenful's Claim Reconciliation Management suite, alongside MFP Intelligence, Plenful's solution for reconciling Medicare Maximum Fair Price refunds, including GFI submissions and the manufacturer requests tied to them. Plenful customers using MFP Intelligence have identified as much as 20% of expected MFP refunds as missing. Together, the two solutions give pharmacy and finance teams one reconciliation command center across both programs.
"Pharmacy teams don't have room for a program like this to catch them off guard," said Joy Liu, Founder and CEO of Plenful. "We built Rebate Intelligence ahead of HRSA's first attempt at this program, because we knew our customers couldn't afford to build this kind of automation from scratch. Now that the program is moving forward, our customers will be ready, and we're honored to be the chosen technology partner supporting them."
