Political, economic, social and demographic development is making the pharmaceutical markets in the Middle East & North Africa (MENA) region more attractive. The Economist Intelligence Unit (EIU) forecasts that the five MENA markets covered in this collection will represent a combined GDP of US$2.3 trillion in 2015, led by Turkey and Saudi Arabia. Economic development is changing the epidemiological health profile in the region, with the increasing prevalence of communicable diseases. In demographic terms, the population in these five MENA markets is still young and is expected to reach 240.4 million in 2015, headed by Egypt and Turkey. Nevertheless, there is a sizeable elderly population which will demand more healthcare services.
Healthcare development towards privatisation
The population has different levels of expectations in each national healthcare system. The healthcare system in Egypt, for instance, is in a transitory phase, characterised by progress towards privatisation. While access to free healthcare exists, private services are appearing as a result of the decline in the standard of public sector care. There is a need for considerable investment in order to continue the modernisation of programmes and maintain the existing facilities. There are two main areas of reform: primary healthcare and the provision of a national health insurance scheme. In Morocco, the health insurance system is in a transitional phase. Overall, opportunities exist, particularly in Turkey and Egypt, as combined health expenditure in these five markets is projected at US$120.3 billion in 2015.
Increasing pharmaceutical demand
International companies recognise the value and potential of these five MENA pharmaceutical markets. sanofi-aventis, for instance, is the largest pharmaceutical operation in Morocco, whilst GlaxoSmithKline is the leader in Saudi Arabia. Some local producers, such as Hikma from Jordan and SPIMACO from Saudi Arabia, aim to become regional leaders. The projected CAGR for the region is very attractive compared to mature markets or other emerging markets. In fact, the MENA pharmaceutical market is expected to represent a combined valued of US$35.9 billion at retail prices in 2015, including pharmacy and hospital sales. The region is headed by Turkey, followed by Egypt and Saudi Arabia. Local manufacturing production is fragmented and geared towards branded generics, but reliance on imports remains. Biotechnology is still in its infancy.

Positive economic and demographic factors are expected to drive pharmaceutical market growth. However, healthcare provision is highly fragmented. Regulatory advancements in the internal market will increase manufacturing opportunities, although concerns remain regarding drug price referencing, introduced in 2009. The private pharmacy sector has increased by a high double digit CAGR in recent years, but per capita consumption is still low. The pharmaceutical market is expected to grow by a high CAGR over the next few years, as domestic production is expected to rise and as the healthcare system continues in its transition towards modernisation. There are a number of leading local private producers, some of them involved in biotechnology, which are strengthening their manufacturing capabilities.
Jordan
Although it lacks the oil reserves of many of its neighbours and is relatively poor in comparison, Jordan boasts good links with the West and is a key player on the local political scene. Jordan' s stable economy and rapid population growth are both instrumental in the steady growth of the pharmaceutical market. However, the small population naturally limits market size. The country has a relatively strong level of domestic pharmaceutical production; however, the majority is exported, resulting in a market still dependent on imports. Jordan adheres to WTO rules, in particular the TRIPS agreement. This is exemplified by the recent improvements to, and enforcement of, intellectual property protection.
Morocco
Increasing GDP per capita and health expenditure is expected to encourage drug consumption. The pharmaceutical sector has entered a new phase of development with the adoption of new pharmaceutical legislation, which provides a modern legal framework for the pharmaceutical sector. Although the pharmaceutical market is small in global terms, per capita pharmaceutical spending is comparatively high for an African country. The government aims to cut drug prices and encourage generics consumption in 2010, following a Parliamentary report published in November 2009. There is a well-developed manufacturing industry, but competition from France is increasing; sanofi-aventis is by far the largest pharmaceutical operation, both in terms of production and total sales.
Saudi Arabia
The Saudi pharmaceutical market is the richest in the Gulf region. The private pharmacy sector tends to favour branded pharmaceuticals but is marked by tight price controls. The leading operational companies are GlaxoSmithKline and SPIMACO; the latter is rumoured to be interested in the acquisition of an Egyptian pharmaceutical producer in 2010. The public sector, more genericled, is dependent on oil revenues and is characterised by cost-containment and late payments for tenders. There is little domestic production, therefore the vast majority of the market is provided by imports. However, Saudi Arabia imports a large amount of semi-finished medicaments, some of which are then re-labelled, repackaged and exported. In terms of research, the Ministry of Commerce & Industry has identified biotechnology as an area of investment in the country.
Turkey
Turkey is the largest MENA pharmaceutical market, due to its sizeable population and large GDP. The legal environment, however, will pose challenges in the forecast period. Turkey' s negotiations on EU accession continue but the country is not expected to become a member state until at least 2015. In this context, Turkey has sought to align its national pharmaceutical legislation with that of the EU, but the harmonisation process is still incomplete. The market is expected to grow by a moderately high CAGR in US dollar terms between 2010 and 2015; however, the government' s ongoing healthcare reforms may slightly temper the rate of growth, particularly with regards to price controls.
