WASHINGTON, Sept. 14, 2011 /PRNewswire-USNewswire/ -- M. Jeff Hamond, the former Economic Policy Director for U.S. Sen. Charles Schumer, D-N.Y., and his lead staffer for Finance Committee issues, has become a Vice President at Van Scoyoc Associates Inc., specializing in taxation, philanthropic issues, and economic policy.

Mr. Hamond served as Sen. Schumer's top economic aide since January 2005, when the Senator was appointed to the Finance Committee. He also worked as Senior Legislative Assistant for Economic and Tax Policy for Sen. John Kerry, D-Mass., and as Legislative Assistant for Economic Policy for former Sen. Evan Bayh, D-Ind., and he brings to VSA nearly 12 years of Senate experience and 18 years of public policy experience.
Mr. Hamond had a central role in many of the prominent economic initiatives of recent years, including the HIRE Act to encourage the hiring of unemployed workers, the creation of the American Opportunity Tax Credit, the "Cash for Clunkers" program, the expansion of the fringe benefit for mass transit expenses, and efforts to address China's unfair trade practices. He has also been the lead staffer responsible for several bills related to charities, nonprofit groups, and private foundations.

Before working in the U.S. Senate, Mr. Hamond worked on economic policy at the Progressive Policy Institute in Washington, D.C., and directed a program related to tax reform at Redefining Progress, a nonprofit group based in San Francisco. The experience gained at these well-regarded think tanks rounded out his academic career.
Mr. Hamond earned a Bachelor of Arts in Quantitative Economics, cum laude, at Tufts University, then went on to obtain a Master in Public Policy from the John F. Kennedy School of Government at Harvard University.
