Senior Advisor Steve Heine to Retire from Woodsboro Bank
Former CEO concludes over 8-year tenure that doubled the bank's size and redefined culture
FREDERICK, Md., Sept. 17, 2025 /PRNewswire/ -- Woodsboro Bank today announced that its former President and Chief Executive Officer, Steve Heine, will retire on December 31, 2025, concluding a remarkable eight plus-year tenure marked by record growth, cultural and business model transformation, and deepened community engagement.
Heine joined Woodsboro Bank as CEO in 2017, and under his leadership the bank experienced eight straight years of increasing profitability–more than doubling the size of the bank during his tenure. He also spearheaded the expansion of key product lines, including the introduction of secondary mortgage and treasury management offerings.
While Heine's influence is evident in the bank's financial success, his most significant impact was on its culture and business model. He redefined the organization from the inside out, starting with hiring and empowering key leaders. Five of the seven current members of the Executive Team were brought on by Heine, and their collaborative success has been a driving force behind the bank's unique and transformative culture and business model.
Together with his hand-picked executive team, Heine developed the bank's core values, mission, and vision statements. These foundational principles have guided the bank's operations, shaping how it serves both its clients and the community alike. His dedication to exceptional client service and innovative financial solutions became the cornerstone of the bank's commitment to excellence, ultimately leading to the new tagline: "Community is our business."
Heine's dedication to the community can be felt throughout Frederick County. Woodsboro Bank has provided financial support or volunteer hours to more than 150 local nonprofits and charitable initiatives over the past eight years. A particular focus was placed on education, with the bank providing scholarships for local students and partnering with Hood College to support its students and athletes.

Heine has personally contributed his expertise to several organizations including as President of The Rotary Club of Carroll Creek, Board Chair of The YMCA of Frederick County, The Maryland Bankers Association, and St. Katherine Drexel Catholic Church. He is also a passionate advocate for the Frederick business community through his active leadership in the Frederick County Chamber of Commerce, where he currently chairs the Board of Directors.

While Heine's retirement marks the end of an era, his legacy will continue to resonate as the Executive Team and bank colleagues build upon the foundation they established during his tenure, including the cultural mantra "One Woodsboro". Rich Ohnmacht, the bank's President who expanded his role to include CEO in July, will lead the bank forward alongside their seasoned Executive Team.
