Data published in 2011 by the Colorado Student Assessment Program (CSAP) indicated that more than 26 percent of Colorado's third grade students were not reading at grade level. In response to this disturbing statistic, Gov. John Hickenlooper and Lt. Gov. Joe Garcia presented a plan on Feb. 29, 2012, to help ensure that every child in the state learns to read. Teaming closely with the Colorado Department of Education, the Colorado READS Act is tackling children's literacy issues around health and development risks, early learning program quality, assessments, the early childhood work force, professional development, and access to the most effective preschool and full-day kindergarten programs.
